FIFA have told the club they have until the end of this month to pay the outstanding £3.3 million by July 31st.
"I can confirm the executive committee, in their capacity as the body of appeal, took their decision in the Marlet case on Saturday," a FIFA spokesman said.
"The appeal lodged by Fulham has been rejected and the decision reached by the players' status committee on 21 February is fully upheld."
