Gera was told by Mark Hughes that he needed to stay at the west London club.
Gera will become a free agent during the summer when his contract runs out and he is keen to get his career back on track.
Gera said: "I asked the manager to loan me out because I would like to play, but they didn't let me go. I wanted to leave in January too. I will be in a better position [when my contract expires] in summer. I will play, if not for Fulham, then someone else."
