Swansea tried to bring Pratley to the Liberty Stadium last summer but had their bid turned down.
Jenkins said: "We're obviously pleased to make our first signing for the new campaign.
"It's been no secret that we tried to get him last season because he's highly rated.
"One year on and we are absolutely delighted to finally get our man."
