The 26-year-old South Korean international striker has been the subject of rumours linking him to both Fulham and West Ham in recent days.
"Negotiations are ongoing," Cho told Sports Khan.
"I am not able to reveal the name of the club but we are meeting with a Premier League club.
"If things happen quickly then it will be concluded within two weeks.
"The Premier League is my No.1 target.
"If I fail then there is a good chance that I will go the Netherlands."
